The complaint alleges that she was wrongfully arrested and prosecuted after a Cumberland, Rhode Island police officer relied on a Flock camera photo to misidentify her as a fleeing motorist.
According to court filings, an officer attempted to stop a gray Volkswagen that failed to signal a turn. The vehicle fled into Massachusetts, and the officer later reported having a clear view of the driver. Investigators then tracked the car registration to a 73-year-old disabled veteran, searched a family member's Facebook friends, located a photo of Pizzarelli, and allegedly matched her driver's license photo against Flock camera footage. Pizzarelli was subsequently pulled over on an active warrant, taken into custody, and questioned before the identifying officer claimed to be 1,000% sure
upon seeing her in person, despite the initial flawed match.
Beyond the personal trauma of a wrongful arrest, the lawsuit exposes a deeper operational discrepancy: while law enforcement agencies routinely defend ALPR networks by claiming they only capture exterior vehicle data and license plates, the complaint alleges that the camera captured viewable images of people inside the vehicles instead of just plates. Retired Detroit Police Assistant Chief Steve Dolunt blasted the misuse of such networks, noting that while the technology is effective for catching criminals, abuse by rogue operators severely erodes public trust and jeopardizes critical investigations. In Cudahy, Wisconsin, Eagle Sports Range removed all three of its Flock cameras—which had been installed in December 2023 to deter burglaries following break-ins at other regional gun ranges—despite being told by the vendor that it was contractually obligated to keep them in place. General manager Saad Jaber explained that after a viral video circulated showing the hardware, management decided that customer privacy outweighed any contract, noting that public unease over surveillance practices made the presence of the readers untenable.
Meanwhile, municipal leaders are facing intense local pressure. In West Hartford, Connecticut, town officials and Police Chief Vern Riddick reviewed the town's 34 active Flock cameras during a public safety committee meeting to evaluate utility against civil liberties.
